Student Environmental Protection Ambassador Scheme

Background

The Environmental Campaign Committee, Environmental Protection Department and Education Bureau have jointly organised the Student Environmental Protection Ambassador Scheme (SEPAS) since 1995/96. The Scheme aims at enhancing students' environmental awareness and developing their sense of responsibility towards the environment. The Patron of this Scheme is the Honourable Mr. Stephen Lam Sui-lung, GBS, JP, Chief Secretary for Administration. The number of Student Environmental Protection Ambassadors (SEPAs) has increased from 1,600 in 1995 to over 14,000 at present.

SEPAs are responsible for leading and organising school-based environmental activities for their schools. Since 2003/04, the Scheme has adopted the Environmental Badge System. SEPAs are encouraged to acquire basic environmental knowledge and skills through Basic Environmental Badge training. In addition, Specific Environmental Badge training is also available for SEPAs who possess Basic Environmental Badges and are ready to acquire in-depth knowledge on specific environmental topics. In those training, the EPD, green groups and tertiary institutes are invited to give talks to provide information and updates on environmental protection.

The ECC also organise training workshops for teachers-in-charge of the Scheme. The workshops cover different environmental topics, including air pollution, water pollution, waste avoidance and reduction, nature conservation, etc. These workshops aim to assist teachers in developing methodologies in environmental education in formal and co-curricular activities. Teachers are also invited to attend training on "Basic Environmental Badge Assessment" to become qualified assessors to train SEPAs in their schools. The EPD, tertiary institutes and green groups provide speakers in the workshops.
